Violations & Enforcement Process
To preserve the safety, appearance, and integrity of our community, the Crystal Lakes Road & Recreation Association (CLRRA) enforces its Covenants and Rules through a clearly defined and consistent process. This process ensures that all property owners are treated fairly, with due notice and an opportunity to respond. Whether a violation is observed by staff, the Board, or reported by a member, all concerns are reviewed impartially and in accordance with CLRRA’s established enforcement policy.
CLRRA’s Covenant and Rules Enforcement Policy guides the Board of Directors in addressing violations in a fair and uniform manner. This policy includes detailed procedures for issuing notices, conducting hearings, and determining responsibility before any fines are imposed. If a property owner is alleged to have committed a violation, they will receive formal notice and the opportunity to request a hearing before an impartial decision-maker—provided the request is made within the required timeframe.
Property inspections may be conducted periodically by the Board, its agents, or CLRRA management to identify potential violations. In addition, any CLRRA member may submit a written complaint to report a suspected violation. To be accepted for review, the complaint must include the name of the complainant, the alleged violator (if known), the property address involved, and a clear description of the date, time, and nature of the violation.
Complaints must be submitted using the Violation Observation Form, which should also cite the specific rule or covenant section believed to have been violated. Forms that are incomplete or not submitted in writing may not be acted upon. Completed forms should be emailed to: generalmanager@crystal-lakes.org for review and investigation.
